YouTube monetization is available in Russia. You’ll be able to apply for the YouTube Partner Program as soon as your channel meets the monetization threshold and requirements. As soon as YouTube reviews your application and accept it, your channel in Russia will be monetized via Google AdSense.

How Much Does YouTube Pay For 1M Views In Russia?

YouTube doesn’t pay for views based only on your channel’s country – the viewers’ country and your channel topic matter too.

Also, different videos on your channel will have a different RPM (it depends on the videos’ subjects and main keywords).

That being said, most channels (based in Russia or otherwise) have a RPM of between $0.50 and $20.00, with an average of around $3.

So YouTube will pay your channel in Russia between $500 and $20,000 for 1 million views (the average being around $3,000).

Can You Monetize YouTube Shorts in Russia?

Starting February 1, 2023 (source), you’ll be able to monetize YouTube Shorts in Russia. Views from Shorts will add to your regular video’s monetization.

Is YouTube Ads Paused in Russia?

The YouTube monetized markets page states:

Due to the ongoing war in Ukraine, we will be temporarily pausing Google and YouTube ads from serving to users located in Russia.

But you can still make money from ads served in other countries, if you’re a YouTube Partner based in Russia.

It’s still unclear if you can make money from ads served in Russia. The official Google page says its paused, yet I still can see revenue generated in Russia in April 2023.
